The purpose of the study is to study the features of the formation and functioning of the public administration system in Russia. Due to the fact that the key goal of the formation and functioning of this system is the development and implementation of socio-economic policy aimed at improving the quality of life of the population, there is a need to build a public administration system that ensures effective interaction between public authorities and civil society. The scientific novelty lies in (...) the substantiation of a new conceptual approach to the problem of building a public administration system in Russia. As a result of the study, it is concluded that the problem of socio-economic development of Russia requires certain structural transformations of the management system. Is the science of moral cognition usefully modelled on aspects of Universal Grammar? Are human beings born with an innate 'moral grammar' that causes them to analyse human action in terms of its moral structure, with just as little awareness as they analyse human speech in terms of its grammatical structure? My primary aims in this paper are to explain what exploitation is, when it’s wrong, and what makes it wrong. I argue that exploitation is not always wrong, but that it can be, and that its wrongness cannot be fully explained with familiar moral constraints such as those against harming people, coercing them, or using them as a means, or with familiar moral obligations such as an obligation to rescue those in distress or not to take advantage of people’s vulnerabilities. Most of the time our utterances are automatically interpreted as speech acts: as assertions, conjectures and testimonies; as orders, requests and pleas; as threats, offers and promises. Surprisingly, the cognitive correlates of this essential component of human communication have received little attention. This book fills the gap by providing a model of the psychological processes involved in interpreting and understanding speech acts. The theory is framed in naturalistic terms and is supported by data on language development and on autism spectrum (...) disorders. When is it immoral to take advantage of another person for one's own benefit? For some, such as Ruth Sample, John Roemer, and Will Kymlicka, the answer at least partly depends on whether what one takes advantage of is the fact that this person is, or has been, the victim of injustice. I argue, however, that whether person A wrongly exploits person B is wholly unrelated to whether A takes advantage of the fact that B is, or was, the victim (...) of injustice. I also develop a positive account regarding which personal attributes one should not exploit for personal gain. (shrink)

In this paper, the predicate counterparts, defined both axiomatically and semantically by means of Kripke frames, of the modal propositional logics $\textbf {GL}$, $\textbf {Grz}$, $\textbf {wGrz}$ and their extensions are considered. It is proved that the set of semantical consequences on Kripke frames of every logic between $\textbf {QwGrz}$ and $\textbf {QGL.3}$ or between $\textbf {QwGrz}$ and $\textbf {QGrz.3}$ is $\Pi ^1_1$-hard even in languages with three (sometimes, two) individual variables, two (sometimes, one) unary predicate letters, and a single (...) proposition letter. As a corollary, it is proved that infinite families of modal predicate axiomatic systems, based on the classical first-order logic and the modal propositional logics $\textbf {GL}$, $\textbf {Grz}$, $\textbf {wGrz}$ are not Kripke complete. Both $\Pi ^1_1$-hardness and Kripke incompleteness results of the paper do not depend on whether the logics contain the Barcan formula. (shrink)

This groundbreaking work by one of the world's foremost theoreticians of Russian literature, culture, and thought gives for the first time an extensive and detailed examination of the development of Russian thought during the late Soviet period. Countering the traditional view of an intellectual wilderness under the Soviet regime, Mikhail Epstein offers a systematic account of Russian thought in the second half of the 20th century. We prove that the positive fragment of first-order intuitionistic logic in the language with two individual variables and a single monadic predicate letter, without functional symbols, constants, and equality, is undecidable. This holds true regardless of whether we consider semantics with expanding or constant domains. We then generalise this result to intervals \ and \, where QKC is the logic of the weak law of the excluded middle and QBL and QFL are first-order counterparts of Visser’s basic and formal logics, (...) respectively. We also show that, for most “natural” first-order modal logics, the two-variable fragment with a single monadic predicate letter, without functional symbols, constants, and equality, is undecidable, regardless of whether we consider semantics with expanding or constant domains. This essay's central concern is the need for a new, practical dimension in the humanities, emphasizing their constructive rather than purely scholarly aspects. An analysis is offered of various types of inventions in the fields of linguistics, philosophy, art, and literature, such as new disciplines, genres, cultural practices, and intellectual movements. An invention is not the production of a given work, however great, but rather a principle or technique that can be applied to the production of many works by others. (...) Following Francis Bacon's call for the invention of new arts and sciences, the essay outlines new disciplines: technohumanities, which would study humans as a part of the technosphere; pathohumanities, which would investigate the self-destructive mechanisms of civilization; and scriptorics, which would focus on Homo scriptor, who has survived “the death of the author.” A research and educational program, uniting major fields of the humanities, is proposed: PILLAR would be a transdisciplinary strategy complementary to STEM, integrating scholarship and inventorship. Scientists from various disciplines have begun to focus attention on the psychology and biology of human morality. One research program that has recently gained attention is universal moral grammar (UMG). UMG seeks to describe the nature and origin of moral knowledge by using concepts and models similar to those used in Chomsky's program in linguistics. This approach is thought to provide a fruitful perspective from which to investigate moral competence from computational, ontogenetic, behavioral, physiological and phylogenetic perspectives. In this article, (...) I outline a framework for UMG and describe some of the evidence that supports it. I also propose a novel computational analysis of moral intuitions and argue that future research on this topic should draw more directly on legal theory. (shrink)

Most facts we mention here are known and obtained by logicians from different countries and in different time since 1920s; we present these results together to see the whole picture.

Several examples are used to illustrate how the imagination of a (...) researcher can create arbitrary allusions that are not based on the original text and are usually misleading. This article provides a brief analysis of the life, work, and character of Nikolai Berdyaev. He is described as both a captive and apologist of freedom, and as an influential representative of existential personalism.

A popular view among autonomy theorists is that facts about the history of a person's desires, and specifically facts about how they were formed or acquired, matter crucially to her autonomy. I argue that while there is an important relationship between a person's autonomy and the history of her desires, a person's autonomy does not depend on how her desires were formed or acquired. I argue that a desire's autonomy lies not in its origins but in whether its bearer has (...) a history of having engaged with it in the right sort of way. I argue that this view has important advantages, and no obvious disadvantages, over its historical and its non-historical rivals. (shrink)

Die Frage nach dem Maß, von dem her bzw. auf das hin Messungen legitimiert und orientiert werden können, rückt wieder in das Blickfeld der Forschung. Die empirische Erziehungswissenschaft vermag dieses Maß nicht zu besorgen. Gefordert ist das, was man bildungsphilosophische Reflexion im weitesten Sinne nennen muss. Ihre Aufgabe wird es sein, (...) über die Voraussetzungen und Grundlagen, Begriffe und Normen pädagogischen Handelns nachzudenken. This article aims to present regret, an emotion to which sociologists so far have paid little attention, as having great sociological significance. First, it reviews recent research in social psychology and economics which cast anticipated regret as playing a major role in human decision-making. Second, it suggests a regret-based interpretation of the sunk-cost fallacy. Such an interpretation points to the need of a specifically sociological perspective on regret, calling attention to the cultural and institutional framings of regret-arousing events. The article (...) further argues that secular changes in the types of regret imposed on individuals are paralleled by the spread of various forms of coping with it and that anticipated regret is responsible for both commitment to a chosen life-course and for sudden changes in it. The article ends with discussing the relationship between instrumental and moral regret, as well as the general implications of regret as a phenomenon for sociological understanding of rationality and human action. This guest column examines the historical fate of Russia in its catastrophic confrontation with Ukraine and the West. The piece considers the negative self-definitions of Russia that have arisen in the aftermath of the communist utopia and its virtual transformation into an anti-world — a society whose purpose is to undermine and destroy. Emerging Russian cults of war, death, and apocalypticism are stressed, as are the paradoxes and inversions by which Russia, in attempting to become stronger, becomes weaker and indeed (...) suicidal. This paper attempts to identify general, cross-cultural cognitive factors that trigger the default commissive interpretation of assertions about one's future action. It is argued that the solution cannot be found at the level of the semantics of the English will, or any other future tense marker, but should be sought in the structure of rational intentions, as combined with the pragmatics of felicitous predictions and with parameters linked to the evolutionary advantage of cooperative behaviour. ABSTRACT This article provides new information about Ayn Rand’s residences in Saint Petersburg (Petrograd/Leningrad). The authors, who based the article on hitherto unknown archival documents, discovered new information regarding the exact location of the apartments where the Rosenbaums lived in the city from 1904 through the 1930s. Furthermore, the article provides information about where Rand’s grandparents, Berko (Boris) Kaplan and his wife Sarah, had been living.
